The rule in force — with effect from 1 February 2024
A CSD car is capped by its price, not its engine size, and the cap depends on your
pay level.
The same limits apply to serving and retired personnel, and to pensioner widows and next of kin.
Defence civilians paid from Defence Estimates at Pay Level 10–18 get the same entitlement as
officers.
The cap is on the price before GST — and that changes a lot
The CSD price on the price list, and in this app, includes GST. The cap does not. But a CSD
car carries only half the normal GST: CSD gets 50% of the GST on its purchases refunded, and its
own sales to you are exempt. So a CSD car's pre-tax price is its CSD price divided by 1.09, 1.20 or
1.025, depending on its GST slab. A car with a CSD price of ₹12,00,000 in the 40% slab
carries 20% GST and has a pre-tax price of ₹10,00,000 — just inside the Pay Level
6–9 limit, even though the sticker is above ₹10 lakh.
Normal GST slabs since 22 Sep 2025: 18% for a car under 4 metres with a petrol or CNG engine
up to 1,200 cc (diesel up to 1,500 cc); 40% for every other car; 5% for electric. Inside a
CSD price that becomes 9%, 20% and 2.5%. This app does the arithmetic for every car. Your depot's
reading of “excluding taxes” is final, so confirm before you apply for a car close to the
limit.
Which pay level am I?
Ranks normally sit at the levels below. If MACP has moved you up, your pay level is what
counts — use the higher one. Retired personnel use the pay level they retired on.
Three grey areas — confirm with your URC
- Honorary Lt / Capt and equivalents. The 7th CPC pay rules place them at Pay Level 10 and
10B, which would put them in the officers' band. We have not seen a CSD clarification that deals with
honorary ranks specifically.
- Pay Level 5A (Navy mechanicians and artificers) is not named in the policy, which speaks
only of Levels 3–5 and 6–9. This app uses the lower band to be safe.
- Agniveers are not on the pay matrix, and the policy does not mention them.
Electric cars
- The price cap is ₹5 lakh higher for an electric car: ₹13 lakh, ₹15 lakh
or ₹25 lakh.
- Your first electric car can be bought 6 years after your previous car, instead of 8.
- The purchase after that — electric or not — needs the full 8-year gap.
Widows, next of kin and civilians
- Pensioner widows and NoK can buy against the quota the individual had not used, at his
pay level's limit, with the same 8-year gap. If he had already bought his full quota (four or five
cars), there is no entitlement left.
- Defence civilians paid from Defence Estimates at Pay Level 10–18: ₹20 lakh
(₹25 lakh electric), once in 8 years.
How the purchase works
- Check your entitlement — here, then with your URC if the car is close to the limit.
- Get an Availability Certificate from an authorised dealer. It must show the CSD index
number and model of the exact variant.
- Apply on the CSD AFD portal (afd.csdindia.gov.in) using your CSD Smart Card, and upload
the documents below.
- Pay — from your own funds or through a car loan.
- The depot issues a Local Supply Order to the dealer.
- Take delivery against the supply order, then register the car — normal state
registration, or BH series if you are serving. The Posting planner on the Road Tax tab compares
the two.
Documents usually asked for
- CSD Smart Card
- Service ID card, or ESM identity card and PPO if retired
- Aadhaar and PAN
- The dealer's Availability Certificate
- Payment proof, or the bank's loan sanction
- Widows and NoK: death certificate and proof of the unused quota
The portal lists the exact set for your category.
Rules you may still see online — no longer in force
- The engine-size rule — OR up to 1,800 cc, JCOs 2,000 cc, JCOs with honorary
commission 2,500 cc, officers 3,000 cc once in 4 years. Many car and bank websites still print this
table. It was replaced in 2019.
- The June 2019 rule — Pay Level 3A–9 up to ₹5 lakh and 1,400 cc, once in
service and once after retirement; officers up to ₹12 lakh and 2,500 cc, once in 8 years.
Revised upward later, and replaced by the current rule on 1 February 2024.
